After a brief snow delay, the January session of Town Meeting came to order Wednesday evening, and concluded with most of the articles on the warrant passing.
Town Moderator Bill Beyer opened the meeting with a moment of silence for Town Meeting Member Keri Riley who passed away unexpectedly earlier this month.
After general housekeeping motions, Town Meeting got down to business with Article 1, which consisted of reports from Town Offices & Committees. Burlington’s Economic Development Director Melisa Tintocalis, along with Burlington Area Chamber of Commerce (BACC) President Rick Parker, spoke on how commercial property taxes affect town operations amidst a changing economic landscape. Betsey Hughes, Chair of the Government Review Committee, then gave a report on the committee’s current work and objectives going forward.
Speaking of the Government Review Committee, they were the focus of Article 7, which would grant them funds in the amount of $20,000 for expenses related to their community survey. Hughes gave a presentation on this article before it opened for discussion. This survey would help the committee understand what aspects of the town’s government works and do not work from the perspective of residents. Hughes explained the survey would be released both online and offline in partnership with the town’s new communications director, and would be available in multiple languages. Town Meeting members expressed concerns about survey content and limited participation, but the article passed.
Beyer then took a moment to acknowledge retiring Assistant Fire Chief Steve McLean, this being his final Town Meeting.
Article 8 followed, which was a vote to transfer $250,000 for the Town Common Bandstand and Walkway Renovations to the ongoing Overlook Park Project. Burlington Parks & Recreation Director Brendan Egan gave an update on the project, which included the reasoning for these additional funds, citing increases in project costs exceeding initial estimates. The article passed with minimal debate.
Article 9, the second article brought forth by Parks & Recreation, asked Town Meeting Members to transfer $25,000 from Free Cash to purchase a sensory trailer that would be used by the Therapeutic Recreation Division during special events held throughout the year. Many members that spoke were in favor of purchasing the trailer, but some expressed concerns about staffing and maintenance, while others asked if a corporate sponsor or funds from The Will of Marshal Simonds could cover the trailer’s cost. Article 9 passed, and Parks & Recreation is hoping to have the trailer for their events starting in the spring.
This concluded the financial articles for the warrant.
Article 11 would authorize the Select Board to sell a parcel of land located at 0 Polk Street which the town has been owner of since the 70s. Following a presentation by Assistant Town Administrator Patrick Lawlor, and a lengthy discussion, Town Meeting members voted in favor of the article.
Article 12, the proposed prohibition of Cryptocurrency Automatic Teller Machines in town was withdrawn.
Article 13, the final article of the evening, proposed an amendment to the Town’s General Bylaws. The amendment states that should a proposed bylaw be voted down by Town Meeting, it would not appear again on the warrant for one year. This was the one article on the warrant to fail at January Town Meeting.
