January Town Meeting Preview

Burlington’s first Town Meeting of 2026 will be held on Monday, January 26, at 7 p.m. While the January session is typically smaller than those held in May and September, it still includes several important articles that Town Meeting Members will be asked to consider. Here’s a closer look at what you need to know ahead of the meeting.

Article 7 – Government Review Committee Survey Expenses
The Town Meeting Members will vote to approve funds in the amount of $20,000 for expenses related to the Government Review Committee’s community survey, including resident engagement, postal costs, and other associated expenses. The Government Review Committee was formed by the Select Board in May 2025 to evaluate the structure and effectiveness of Burlington’s town government for both residents and voters.

Article 8 – Repurpose Previously Approved Fund to The Overlook Park Project
The Town Meeting Members will vote to transfer $250,000 that was originally authorized for the Town Common Bandstand and Walkway Renovations under Article 4 of the FY 2026 warrant and reallocate the funds toward the ongoing Overlook Park Project. Renovations at Overlook Park began last summer, and the project is beginning to take shape, with new trails and pathways now visible as construction continues.

After the May Town Meeting, funding for the Walkway Renovations Project was approved through the Massachusetts state budget, making the previously authorized funds no longer necessary for that purpose. At the same time, a grant application to the state’s Municipal ADA Improvement Grant Program was not approved, leaving the Overlook Park Project in need of additional funding. The project was approved by Town Meeting in May of 2024.

Article 9 – Recreation Sensory Trailer
Another article related to Parks and Recreation would ask Town Meeting Members to transfer $25,000 from Free Cash to purchase a sensory trailer. As discussed at the December 5th meeting of the Recreation Commission, the trailer would be used by the Therapeutic Recreation Division and provide a quiet space for individuals who may feel overwhelmed or need a break during Parks and Recreation events held throughout the year.

Article 11 – Disposition/Sale of Surplus Town Property
Article 11 concerns a parcel of land located at 0 Polk Street in Burlington. If approved, the Select Board would be authorized to sell the property, which has been deemed to be of low value and not in the town’s best interest to retain.

Article 12 – Prohibition of Cryptocurrency Automatic Teller Machines
Put forth by the Select Board on behalf of the Police Department, Article 12 proposes an amendment to General Bylaws Article XIII that would prohibit Cryptocurrency Automatic Teller Machines in Burlington. These machines are not currently regulated at the state or federal level and have become associated with sophisticated cryptocurrency scams. As previously reported by BNEWS, the proposed bylaw would give businesses 60 days to remove the machines, with fines of $300 per day for noncompliance.
